Job Description

SUMMARY Directs the planning, organization and implementation of the overall strategic plan for safety and security operations of the District. Lead and direct the Department of Safety & Security including the School Police Officers. Lead the development, coordination and execution of Emergency Operations Plans.Primary Duties and Responsibilities Develop the school systems strategic plan for safety and security. Identify necessity for plans and facilitates programs and initiatives of a prevention and intervention nature to improve the safety and security of the school system. Oversee the school police and school security officers. Ensure a safe and secure environment for all District students, staff, and visitors and to ensure the school district is prepared to effectively respond to all emergencies that might affect safety or security of students and staff Review, plan, develop and direct the District security and personal safety program including comprehensive procedures and policies which pertain to the security of all District locations. Develop policies, procedures, guidelines and training programs for improving the safety of students, staff and visitors to school facilities and extracurricular activities. Serve as the Act 44, Safety and Security Coordinator and Safe2SaySomething lead Coordinator. Work closely with school administrators to assess school safety needs. Serve as a liaison between the school district and local law enforcement, emergency management agencies, public safety communications and fire departments. Responsible for the district wide and individual All Hazard Plans including the Three Mile Island Radiological Emergency response plans. Serve as the primary Emergency Management official for the school district. Maintain information regarding best practices relative to school safety and security. Report to the school board annually on school safety and security. Coordinate biennial tour of school entity buildings with law enforcement and first responders to coordinate security matters. Maintain annual budget for security and safety services. Secures facilities, equipment, students and personnel by working in conjunction with the appropriate District departments in recommending safety and security equipment purchases and upgrades. Conducts and coordinates safety, security and emergency preparedness training by developing, scheduling and/or facilitating training for staff, students and public safety officials relating to school safety, security and emergency preparedness. Provide oversight, evaluation and documentation for safety, security and emergency preparedness training. Responsible for the alarm and access control scheduling of their assigned school. Provide oversight, documentation and coordination of approval of school volunteers to include background check and clearance. Coordinates school safety compliance with federal, state and local regulations by studying existing and new requirements and overseeing and enforcing school-wide adherence to requirements. Coordinates with administration, public relations, first responders, and other appropriate personnel working within the National Incident Management System. Conducts investigations as directed. Works with appropriate departments to meet operational security needs within budget; works with Finance, Facilities and Maintenance departments for capital improvements as needed; schedules expenditures. Contributes to team effort by integrating safety, security and emergency preparedness measures into the organization's daily practices in a manner supportive of other departments and functions. Perform other job duties as assigned. QUALIFICATIONSKnowledge and Skills: Must be able to communicate effectively with staff and the public. Should possess skills to develop and prepare effective written communication. Must be knowledgeable of laws and regulations; must be able to work effectively with other administrators and governmental agencies, private associations, and citizen groups; manage human relationships; effectively develop and manage budgets; effectively present oral and written reports.Abilities: Ability to work independently, perform all the duties of the position efficiently and effectively. Must be able to coordinate and perform complex office and technological work with speed and accuracy. Requires the ability to analyze situations and accurately adopt an effective course of action. Communicate effectively, both orally and in writing. Must be available for occasional night and weekend work.Education and Experience:A Bachelor's degree from an accredited college or university. Previous administrative or supervisory experience. Emergency and/or Security Management experience required.
